There are two ways you can submit this Form online through:
1. The Consular Electronic Application Center and
2. By using third-party services such as TravelAssist.
If you are in the U.S. on a B Visa, then you can apply for a COS (change of status), from a B-1/B-2 Visa to a F1/M1 Student Visa.
Keep in mind to apply way before your Visa expires by filing the I-539 Form.
